Gruen was a modest city-state empire in the time of the Befores, which eventually became what is now known as Gruenormark (after having spent several hundred years as just Gruenor). It was ruled for several hundred years by the House Brynsen from a palace citadel called Eldstone, which sat within the city walls. At its peak, it boasted a population of around 100,000 (somewhat smaller than the size of ancient Athens), though a large number of these lived outside the walls in villas. At the time, many smaller empires were also city-states; however, a number of nation-states existed, such as the Aerylothian Empire.
