Throughout most places, especially in the Verges, assault is a crime that is rarely prosecuted. The culture is such that the victim is to blame for not being able to adequately defend against the attack. The only way a victim could get judicial recourse against an attacker is if there was adequate evidence that the odds were severely skewed. The concept of self-defense being a primary onus upon the individual also happens to coincide with concepts adopted by the New Way.
