Throughout most places, especially in the Verges, assault is a crime that is rarely prosecuted. The culture is such that the victim is to blame for not being able to adequately defend against the attack. The only way a victim could get judicial recourse against an attacker is if there was adequate evidence that the odds were severely skewed. The concept of self-defense being a primary onus upon the individual also happens to coincide with concepts adopted by the New Way and in conjunction with Allowance Law. This is also exacerbated by corruption and the occasional fallback upon Convincement Law. Assault is simply not considered a pressing matter except under certain circumstances where it might benefit the judicial system to intervene. The higher the station of the victim, the higher the likelihood that these crimes will go to trial.
