A cloud cage or up top shop is the name given to the unique cells that float above the outer wall of Everwind City. The cells are simply wrought-iron cages open to the elements, most especially the Everwind, which blows much stronger at that height, so the experience becomes exceedingly torturous for prisoners unlucky enough to be sentenced to one. It is said that even the strongest willed people can only last about a week before starting to go insane. Receiving this particular sentence is colloquially referred to as "riding the high."
