Roper is slang for anyone who is a bounty hunter. They are either under the employ of a company or perform their services as freelancers, which are known as freebadges. They track down and capture fugitives for the bounty, which is offered by the state or the monarchy. The practice is prohibited in Scurn, and interstate transport or extradition of fugitives across borders requires extensive paperwork, and many times includes bribery or other taxation, as border agents could simply kill the roper and claim the reward for themselves. In some jurisdictions, such as the Verges, it is permitted for certain law enforcement agents to also collect bounties (Order Patrol); in most others it is not legal.
