Enildor was a modest city-state empire (sometimes referred to as "the Enil") in the time of the Befores, which was located in the region now known as Averia. At its peak, it boasted a population of around 80,000 (somewhat smaller than the size of ancient Athens). At the time, many smaller empires were also city-states; however, a number of nation-states existed, such as the Aerylothian Empire.
